Railway transportation has the characteristics of high concentration, and all work links must be closely linked and coordinated. In order to strengthen the railway technology management of China Railway Corporation (hereinafter referred to as China Railway Corporation) and ensure the safety, punctness, convenience, speed, high speed and high efficiency of national railways, this regulation is formulated in accordance with relevant laws, regulations, rules and technical standards. This regulation applies to national railways.

This regulation is the basic regulation of national railway technology management, and the technical management documents formulated by various departments and units must comply with the provisions of this regulation. No department, any unit or any person may violate the provisions of these Regulations prior to the explicit amendment of the Railway Corporation.
National railway staff must strictly abide by and implement the provisions of this regulation, and ensure safe production within the scope of their duties and with an attitude of being responsible to the country and the people. Each unit shall praise or reward those who have made outstanding achievements in complying with this regulation; for violators, they shall be educated and punished according to the degree of violation and the nature, circumstances and consequences of the accident.
Part I Technical equipment
Chapter I Basic requirements
Infrastructure, manufacturing and acceptance handover
Section1Article The basic construction and product manufacturing of railways should be integrated to ensure quality, adopt system integration technology to achieve top-level coordination and unification of various subsystems, adopt technical equipment to ensure traffic safety, realize standardization, serialization, modularization and informatization of technical equipment, and continuously improve transportation capacity.
Section2Article Railway capital construction should be carried out in strict accordance with the procedures set by the State and must comply with the relevant laws and regulations of the State,Implementation of national standards, industry standards and technical specifications.
The design work must be undertaken by the unit with corresponding qualification level, carried out according to the approved feasibility study report, and fully listenedconstruction unit,UseDepartmentThe opinion.
The design documents shall be reviewed by the relevant departments and approved according to the prescribed examination and approval procedures.
Section3Article The construction of the project shall be carried out in accordance with the requirements of the approved design documents, and the bidding and supervision system of the construction project shall be strictly implemented.The construction unit shall, in conjunction with the relevant railway transport enterprises and engineering design and construction units, formulate a safe construction plan and carry out construction in accordance with the plan.Strengthen environmental protection and ensure project quality. When the construction of the business line is involved, it must be approved in accordance with the procedures prescribed by the Railway Corporation, and the safety of driving must be ensured to reduce the impact on transportation.

Section5Article Facilities such as environmental protection, energy conservation, water and soil conservation, labor safety, occupational health, fire control, safety protection and public safety in railway capital construction projects must be designed, constructed and put into operation at the same time as the main project.
Section6Article Important railway products must be in accordance with the relevant provisions, the implementation of administrative licensing, product certification and other railway product access system.
Section7Article Railway transport enterprises and construction unitsShouldStrictly control the quality of products entering the railway, and establish the necessary product quality inspection and quality problem investigation system. Products that are unqualified in quality spot checks or are subject to access management but have not obtained relevant qualifications shall not be used on railways.
The manufactured and overhauled rolling stock and its important accessories must be supervised by the supervision agency assigned by the Railway Corporation, and they must be delivered for use only after they meet the requirements.
Section8Article The new equipment (including the modified equipment) must have technical documents such as operation procedures, completion drawings, methods and management rules to ensure safe production before it is put into use, and can only be used after passing the technical test and training for relevant personnel.
Section9Article Railway rolling stock, lines, bridges and tunnels, communications, signals, traction power supply, electricity, information, safety, water supply, housing construction and other technical equipment must have complete and correct documents and technical resumes that reflect their technical status.
The above-mentioned technical data shall be properly kept by the relevant departments or units, and shall be recorded and revised in time according to the changes.
Section10Article Technical equipment such as rolling stock shall be marked with the marks uniformly prescribed by the General Railway Corporation. Concealed buildings (structures) and equipment must be marked on the ground.
Section11Article The scrapping, allocation and major changes of major equipment such as locomotives, passenger cars and EMUs shall be subject to the approval of the Railway Corporation. Freight cars shall be subject to unified management in accordance with the provisions of the Railway Corporation.
Section12Article The plateau railway should consider the characteristics of high cold and hypoxia, provide necessary rescue facilities for passengers and staff, and adopt transportation equipment with high reliability, less maintenance and remote monitoring.
Section13Article Existing technical equipment that does not meet the standards specified in this Code shall be modified or replaced step by step in a planned manner.
Gauge, safety protection area
Section14Article All buildings (structures) and equipment shall not intrude into the railway construction clearance. Equipment that directly interacts with rolling stock shall not exceed the specified intrusion range during use.See attached drawing for construction clearance of passenger and freight railway1.
When designing buildings (structures) or equipment, the distance from the top surface of the rail shall be supplemented with the possible variation of the top surface elevation of the rail (subgrade settlement, ballast bed thickening, heavy rail replacement, etc.).

Construction of various buildings (structures) in the railway line safety protection zoneSuch as facilities, soil, sand digging, trenching, mining operations or stacking, hanging items, shall obtain the consent of the railway transport enterprise and sign a safety agreement..The railway transport enterprise shall send personnel to exercise safety supervision over the construction site.
When carrying out operations that affect the safety and stability of railway lines outside the railway line safety protection zone and within the scope of influence, it shall negotiate with the railway transportation enterprise.
Section17Article The roads in the railway line safety protection zone, the roads on the cutting of the railway line, and the roads and bridges across the railway line shall be equipped with safety protection facilities and warning signs to prevent vehicles and other objects from entering or falling into the railway line in accordance with relevant national regulations.
The road passing through railway bridges and culverts shall be provided with height limit, width limit signs and height limit protective frames in accordance with national standards.
Maintenance, repair and inspection
Section18Article The maintenance and repair of railway technical equipment should realize mechanization, automation, specialization and informatization, implement the responsibility system and inspection system, adhere to the principle of giving priority to prevention, paying equal attention to maintenance and maintenance, and combining prevention and rectification, reasonably determine the maintenance items and maintenance cycle, organize regular inspection, strengthen daily maintenance and improve the quality of equipment.
The system of skylight repair is implemented in the infrastructure, and the system of preventive planned repair and specialized centralized repair is implemented.
Section19Article Railway technical equipment shall be kept in complete and good condition. According to the change rule of equipment and seasonal characteristics, arrange equipment maintenance. The maintenance unit shall ensure that the maintenance quality meets the specified standards and service life, and only after passing the inspection can it be delivered for use.
Section20Article In order to meet the needs of maintenance, a maintenance base shall be established, with maintenance and test equipment (including inspection vehicles and test vehicles), transportation tools, necessary production auxiliary workshops and production houses, and a certain amount of equipment and spare parts shall be reserved for urgent needs and replacement. The reserved equipment and spare parts shall be replenished in time after they are used.
Corresponding scope of overhaul and maintenance and safe operation procedures shall be formulated for various mechanical equipment. Relevant personnel should be used correctly, carefully maintained, carefully overhauled and kept in good condition.
Section21Article Railway technical equipment, in addition to regular inspections and periodic maintenance by the department directly responsible for maintenance and management, the railway bureau shall also organize relevant personnel to conduct regular comprehensive inspections and special inspections in accordance with regulations. The specific measures shall be stipulated by the railway administration.
The inspection results of regular comprehensive inspection and special inspection of fixed driving equipment shall be recorded in the Inspection Register of Driving Equipment. If problems are found in the inspection, they should be solved in time; if they endanger driving safety, measures should be taken immediately; if they cannot be solved at that time, plans should be arranged, completed within a time limit, and re-examination should be carried out; if they need to be solved by the superior, they should be reported according to the procedures.
Section22Article The relevant professional management departments of the railway administration shall organize special inspections in accordance with the regulations. Among them:
1. The plane and longitudinal section retest and clearance inspection of important lines shall not be less than once every five years; For the verification of technically complex and important bridges and tunnels, the plane and longitudinal section retest and clearance inspection of other lines shall not be less than once every ten years; For other bridges and tunnels, the verification shall be carried out according to actual needs. The longitudinal section of hump and shunting line shall be retested at least once every five years.

5. Inspection of buildings (structures) (including limits) and production and office buildings serving passenger and freight transportation shall not be less than once a year; a comprehensive inspection of passenger service equipment shall be conducted before the Spring Festival every year.

The professional technical organization of the Railway Corporation uses special equipment to regularly conduct track, communication signal, contact network inspection and rail flaw detection on the main line according to the annual total weight of the line and the allowable speed of the line.
Rescue equipment
Section23Article Accident rescue trains, electric line repair vehicles and catenary emergency repair vehicles shall be set up at the places designated by the Railway Corporation, equipped with emergency communication equipment, and in a state of readiness. The tools and spare parts shall be kept complete and tidy with good functions.
According to the needs of transportation and production, the railway administration shall set up accident rescue teams at marshalling stations, section stations and second-class or above stations without rescue trains, equipped with simple starting and recovery equipment and tools.
The emergency rescue command center of the Railway Corporation and the Railway Administration shall build an emergency platform and be equipped with corresponding emergency command facilities and communication equipment to ensure that the image, voice and data of the accident scene are transmitted to the emergency rescue command center within the specified time limit.
The locomotives and special equipment for self-wheel operation shall be equipped with re-track device and iron shoes (wheel stopper).
The EMU shall be equipped with wheel stoppers (iron shoes), emergency crossing plates, emergency ladders, transition couplers and special air ducts.
In principle, the stop line of the rescue train shall be set on the section pipeline (station line) connected at both ends and convenient for the rescue train to dispatch. The rescue train base shall be equipped with production, living and training facilities and equipment.

Section24Article The railway administration shall issue flood control orders and formulate flood control plans according to the laws of rainfall and floods over the years and the forecast of climate trends in that year.Before the flood season, carry out flood control inspection and treatment, organize relevant departments to inspect dangerous trees and rocks along the line, complete flood control works and pre-grab works, reserve sufficient emergency materials and machines, organize emergency repair teams and drills, and rely on the local government to establish mass flood control organizations. Strengthen the inspection during and after rain, strictly implement the safety driving measures in flood season, strengthen the warning system of rainfall and flood level, and the monitoring system of key flood control places. For places that may endanger driving safety, automatic alarm devices can be installed when conditions permit. For bridges with large water flow and unstable riverbed, necessary monitoring instruments should be set up, observation systems should be established, bridge hydrology and riverbed changes should be grasped, and preventive and remediation measures should be taken in time. Before the flood, the key flood control premises must be copied to the adjacent relevant railway bureau.
In the event of a disaster, actively organize emergency repairs, repair as soon as possible, and strive to avoid interruption of driving or reduce the interruption of driving time. After the equipment is repaired, it must meet the specified standards.
Strengthen the lightning protection and electromagnetic compatibility protection of electronic and electrical equipment, and gradually establish a lightning warning system to reduce or prevent the impact of natural disasters such as lightning on equipment.
Section25Article For cold work, should be prepared in advance. The railway bureau should do the following:
1. The relevant personnel to carry out cold-proof winter training, and according to the provisions of the provision and distribution of cold-proof labor protection articles;
2. Check and repair the railway technical equipment against cold and overwinter, and wrap up the pipelines as required;
3. Do a good job in freezing prevention and thawing of freezing equipment and materials;
4. Reserve sufficient cold-proof winter materials, fuel and tools, overhaul ice and snow removal machines and equipment, and organize ice and snow removal teams.
Section26Article In the dispatching room where heatstroke prevention work is required, the duty room of the driving personnel, the production workshop of the larger station, and the rest room of the operating personnel.WaitImportant production houses shall be equipped with cooling equipment. The open-air operation site shall be provided with pergola as required.
In the hot season, there should be enough heatstroke prevention supplies and drugs, and there should be cool drinks for employees to drink.
Before the summer season, the heatstroke prevention and cooling equipment shall be inspected and renovated.
Section27Article The rolling stock with passengers or staff shall be equipped with fire extinguishers. Fire prevention measures shall be taken for coal-fired boilers and tea stoves in passenger cars and low-pressure boilers and stoves in dining cars. The low-pressure boiler of the dining car must also have explosion-proof measures.
The main places such as locomotive and rolling stock parking and maintenance warehouse, grease warehouse, tank washing station, communication signal machinery room, computer room, traction substation control room and buildings (structures) serving passenger and freight transportation must be equipped with intact special fire-fighting appliances.
The relevant units shall establish and improve fire control organizations and conduct regular inspections.
Traffic safety monitoring equipment
Section28Article Railway traffic safety monitoring equipment is an important technical equipment to ensure the safety of railway transportation. It should have the functions of monitoring, recording, alarm and access, keep its function good, accurate and reliable, and carry out measurement calibration on a regular basis.
Railway traffic safety monitoring equipment mainly includes:
1. On-board monitoring equipment for rolling stock;
2. Ground monitoring equipment for rolling stock;
3. Mobile detection equipment for fixed equipment such as track, communication, signal, traction power supply, and electric power;
4. Online automatic monitoring equipment for fixed equipment such as lines, bridges, tunnels, communications, signals, traction power supply, and electricity;
5. Monitoring equipment for station driving operation;
6. Comprehensive monitoring and early warning equipment for natural disasters;
