Management rules for safety of locomotive operation
Chapter I General Provisions
Article 1 In order to meet the needs of railway reform and development and effectively ensure the safety of locomotive operation, these rules are formulated in accordance with the "Railway Technical Management Regulations" and "Railway Locomotive Operation Management Rules", combined with the actual safety of locomotive operation.
Article 2 The whole railway maintenance system must conscientiously implement the policy of "safety first, prevention first, and comprehensive management", focus on strengthening safety risk management, take the implementation of one-time crew operation standards as the main line, and implement various rules and regulations as the core, Continuously explore and grasp the safety production rules of the locomotive, improve the use of the safety management system, improve the technical and professional quality of locomotive crew (including EMU drivers, the same below), and improve the safety guarantee system, strengthen supervision and inspection and daily assessment, strengthen on-site control, and strive to achieve safe, orderly, controllable and basically stable driving.
Article 3 The principles, systems, standards and relevant requirements for the safety management of locomotive operation stipulated in these rules must be carefully studied, mastered and strictly implemented by the management and production personnel at all levels.
Chapter II Hierarchical Management and Scope of Responsibilities
Article 4 The management of locomotive operation safety must adhere to the principle of hierarchical management and level-by-level responsibility, and give full play to the functions of all levels.
Article 5 The China Railway Corporation (hereinafter referred to as the Corporation) is responsible for organizing the implementation of national laws and regulations on production safety, formulating relevant rules, regulations and standards for locomotive safety, participating in the investigation, analysis and handling of railway traffic accidents in accordance with regulations, and organizing the entire railway. Supervision and inspection of production safety and inspection of regulations.
Article 6 The Railway Bureau shall implement the relevant rules and regulations of the head office, formulate the locomotive safety management system, implementation rules and safety measures; participate in the investigation, analysis and handling of relevant railway traffic accidents; organize the supervision and inspection of locomotive safety production and the inspection of regulations And daily assessment.
Article 7 The Railway Bureau shall, in accordance with the "Railway Technical Management Regulations", "Railway Traffic Accident Investigation and Handling Rules" and other relevant rules and regulations, focus on ensuring the safety of abnormal traffic, distinguish between general speed and high speed, formulate the following safety measures respectively, and organize locomotive crews. Seriously study and implement:
(I) safety measures to prevent aggressive signals.
(II) safety measures to prevent overspeed operation.
(III) safety measures to prevent rear-end collision of trains in automatic blocking sections.
(IV) safety measures to prevent the closing of the train's corner plug door.
(V) safety measures to prevent broken hooks.
(VI) safety measures to prevent shunting accidents.
(VII) safety measures to prevent pantograph accidents.
(VIII) safety measures to prevent slope stop.
(IX) locomotive fire safety measures.
(X) locomotive anti-slip safety measures.
(XI) Safety measures to prevent locomotive brake operation.
(12) Safety measures to prevent traffic accidents and off-road casualties at crossing.
(13) Safety measures for construction driving.
(xiv) Interval rescue safety measures.
(15) Safety measures for driving on long downhill ramps.
(16) Traffic safety measures in inclement weather.
(17) Traffic safety measures in flood season.
(18) Safety measures to prevent overwork of locomotive crew members.
(19) Safety measures to prevent electric locomotives (EMUs) from stopping and breaking into phases.
(20) Safety measures to prevent EMU from opening doors by mistake and marking parking positions by mistake.
Article 8 The Railway Bureau shall, in accordance with the "Railway Technical Management Regulations" and "Traffic Organization Rules" and other relevant rules and regulations, and in combination with the actual safety of locomotive traffic, formulate measures for handling abnormal traffic.
Article 9 The railway administration shall formulate the following basic systems:
(I) safety regular meeting system.
(II) safety accountability and daily assessment system.
(III) the assessment system for the first time crew operation standard and confirmation call (answer) operation standard of locomotive crew.
(IV) a regular inspection and appraisal system.
(V) the management system for the operation of traffic safety equipment and locomotive on-board safety monitoring and testing equipment.
(VI) use of fleet safety management system.
(VII) the labor time management assessment system for locomotive crew members.
(VIII) the management system of locomotive crew waiting for rest (rest).
(IX) personal safety and electrified railway safety system.
Notification system for (X) occurrence or prevention of accidents.
Article 10 the locomotive depot shall conscientiously implement the rules and regulations, implementation rules and safety measures of the head office and the Railway Bureau on the safety of locomotive operation, give full play to the role of grass-roots production units, constantly consolidate the safety foundation, and strengthen the control of on-site operations.
Article 11 The locomotive depot shall set up a safety production committee (hereinafter referred to as the safety committee), with the section chief as the director and the deputy section chief in charge of safety and operation as the deputy director. The members shall be composed of members of the section team, relevant departments and heads of workshops. The office shall be located in the safety department and shall hold a meeting at least once a quarter.
Article 12 The locomotive depot shall hold a regular safety meeting every month, which shall be distributed to all departments and workshops in the form of meeting minutes and "countermeasure table" (see Annex 1) and reported to the locomotive department of the railway administration. The content of the meeting shall include:
(I), analyze and summarize the operation and management of traffic safety, personal safety, fire safety, locomotive operation, equipment quality, education and training, traffic safety equipment, locomotive on-board safety monitoring and testing equipment (locomotive on-board safety protection system [6 A], China locomotive remote monitoring and fault diagnosis system [CMD], etc.) last month.
(II) report the implementation of last month's work and the rectification and fulfillment of the "countermeasure table", the ideological trends of employees and other situations affecting driving safety.
(III), in view of the next stage of safety work and current problems, combined with seasonal characteristics, study and judge safety risks, arrange key safety work this month, implement responsible departments and personnel, and solve them within a time limit. Establish and improve the "question bank" system, formulate corresponding safety measures for problems that cannot be solved by the unit, and report to the relevant departments of the Railway Administration in writing in time. The maintenance department shall send personnel to attend the regular safety meeting of each locomotive depot, covering at least once every six months.
Article 13 The regular safety meeting of the application workshop shall be held within 3 days after the regular safety meeting of the section. It shall be presided over by the workshop director, attended by workshop and fleet management cadres and relevant personnel, and attended by personnel from the application department or safety department. The meeting minutes and "countermeasure table" shall be distributed to all fleets and teams and reported to the safety Committee of the locomotive depot. The content of the meeting shall include:
(I) convey and implement the requirements of regular safety meeting of the section.
(II) analyze and report the traffic safety and personal safety of last month, implement the arrangement of the last regular safety meeting and the rectification and fulfillment of existing problems; Analyze and report the problems existing in the use of traffic safety equipment and locomotive on-board safety monitoring and testing equipment, waiting for rest, guiding driver management and safety technical education, analyze and report the assessment of employees' compliance with labor discipline and implementation of operation standards, and analyze and report the ideological trends of employees affecting traffic safety; analyze and report the safety control of key items and the transformation of key personnel assistance and education, and determine the key items and key personnel for driving safety this month.
(III), according to the requirements of the regular safety meeting in the section and the actual situation of the workshop, analyze and investigate the safety risks, arrange the key work this month, clarify the responsible departments and personnel, and solve the problem within a time limit. For the problems that cannot be solved in the workshop, corresponding safety measures shall be formulated and submitted to the leaders of the section and relevant departments in writing. The section chief of the locomotive depot shall attend at least one regular safety meeting of the operation workshop every quarter, and the deputy section chief in charge of operation and safety shall attend at least one regular safety meeting of the operation workshop every month.
Article 14 The occurrence of railway traffic accidents and locomotive failures and other important situations that affect traffic safety shall be reported immediately in accordance with relevant regulations. In accordance with the principle of "four don't let go" (the cause of the accident and responsibility analysis is not clear, the lesson of the accident is not clear, the effective rectification measures are not formulated, and those responsible for the accident and related personnel are not held accountable), in-depth analysis, find out the cause, formulate measures, and solve the problem within a time limit.
In accordance with the accident notification requirements of the head office and the railway bureau, we should conscientiously draw lessons from accidents of foreign units, draw inferences from one instance, investigate problems, eliminate hidden dangers, and ensure safety.
Article 15 The head office, the railway bureau every six months and the locomotive depot shall conduct an inspection of the rules once a year. The inspection shall be ranked, the units with better results shall be commended, and the units with outstanding problems or poor results shall be given informed criticism and assessed. The problems found in the inspection should be notified in a timely manner, responsibilities should be implemented and solved within a time limit.
Chapter III Management of Waiting Rest and Interpersonal Rest
Article 16 Locomotive crew members who are responsible for night crew work must take a rest before the shift. The Railway Bureau shall formulate a management system for the rest of the locomotive crew waiting for the ride, and uniformly stipulate the start and end time of the rest waiting for the ride. The locomotive depot should formulate detailed implementation measures, clearly stipulate the specific waiting time of each waiting train and publish it.
Locomotive crew waiting for bed rest for not less than 4 hours; Very prepared crew should be equivalent to waiting for flight and included in the scope of waiting for management. The locomotive depot shall establish a rest record for the waiting room of the locomotive crew (see Annex 2).
Article 17 The management unit of the waiting room (apartment) shall establish the management method of the waiting room (apartment). The contents include the job responsibilities of the personnel on duty, microcomputer management and shift system, spare parts handover, bedding change and other corresponding management systems and inspection and assessment methods.
Article 18 The locomotive depot shall establish a system for the inspection of waiting rooms (apartments) by section and workshop cadres. Section, workshop on duty cadres must check the waiting room waiting for rest every day, and fingerprint confirmation.
The railway administration shall conduct irregular inspections on the conditions of waiting and management.
Article 19 The waiting room (apartment) shall have a good and hygienic rest environment, with clean and tidy spare parts, quiet outdoor environment, and observation windows (openings) on the door. The waiting room (apartment) shall be equipped with a waiting rest management system (including automatic shift calling system) and cleaning, drying and disinfection equipment, and bedding shall be changed one by one. In winter and summer, heating and cooling equipment should be opened timely according to the weather changes to ensure the normal operation of the equipment. The standby rest management system shall be networked with the local maintenance dispatch room.
Article 20 The locomotive depot shall, according to their actual conditions, establish a residential apartment guidance room, which shall be equipped with microcomputers and printers, fax and telephone equipment connected to the railway office network, and shall formulate the duties and operating standards of the residential apartment guidance room. The content includes conveying the superior notification, checking the rest situation of waiting for the ride, etc.
The locomotive depot shall, according to the specific situation, stipulate the limited time for leave and leave the apartment, and establish a rest management book for the locomotive crew apartment (see Annex 3).
Article 21 Departments at all levels should attach great importance to the co-management and co-construction of locomotive crew apartments, improve service quality, improve accommodation conditions, and create a good rest environment for locomotive crew. The resident personnel on duty attend the condominium co-management meeting held by the apartment on time, reflect the reasonable demands of the locomotive crew, and assist the apartment in the condominium co-construction activities.
Article 22 The rest room shall be set up in the station room of the high-speed railway station so as to facilitate the locomotive crew to enter and leave the platform. The area is relatively quiet and conducive to rest. It shall have the functions of the locomotive crew to rest, send shifts, change clothes, eat and other functions. It shall be equipped with necessary office equipment such as fax telephone and network computer, connected to the passenger information service system, and equipped with the driver's physical and mental health therapy system. The rest room shall be equipped with full-time personnel to be responsible for the registration and calling of the locomotive crew. When the locomotive crew enters and leaves the room, alcohol content test and fingerprint confirmation should be carried out.
The railway bureau shall formulate the management measures for the inter-room, and the inter-room management unit shall formulate the working standards and assessment methods for the management personnel of the inter-room.
Chapter IV Management of Discharge and Return
Article 23 The locomotive depot shall formulate the operation standards for the outgoing dispatchers, and the contents of the outgoing dispatchers shall be incorporated into the one-time crew operation standards, and the flow chart of the outgoing dispatcher shall be prepared and posted and announced in the appropriate position of the dispatching room.
Article 24 Locomotive crew members must dress according to regulations, maintain a good mental state, carry necessary regulations and certificates, and accept alcohol content tests. Incomplete documents, without alcohol testing or alcohol testing is strictly prohibited attendance.
Article 25 The Operation Section of the Locomotive Depot shall, in accordance with the transportation tasks, operation disclosure, dispatching orders, construction arrangements, locomotive quality, accident notification, telegraph requirements, etc. of the day, uniformly formulate the "superior document telegraph and work requirements" that need to be communicated ". According to the weather conditions of the responsible section, the operation workshop distinguishes different situations such as movement, passenger, cargo, transfer and small operation, and formulates the "specific driving requirements" to the attendant locomotive crew in a targeted manner ". See Annex 4 for the format of attendance guidance and communication book for locomotive crew members.
Twenty-sixth attendance dispatchers must carefully carry out attendance guidance and supervise the locomotive crew to read the relevant requirements; If registered communication is required, the locomotive crew must sign and acknowledge it according to regulations. In case of adjustment of train operation diagram, replacement of basic data of train operation monitoring device (hereinafter referred to as LKJ), change of letter connection conditions and change of train path construction, severe weather such as storm, rain, snow and fog, the operation workshop shall have cadres on duty, strengthen attendance guidance, and arrange cadres to take additional rides when necessary.
Twenty-seventh freight locomotive crew to undertake the task of passenger train traction (except for temporary changes on the way), locomotive crew to take up new posts or continuous interruption of crew work for more than one month, the use of models or sections change, and there are special requirements, must be assigned to use cadres or personnel familiar with the situation to add.
Article 28 When the locomotive crew members return to duty, they shall explain the operation situation and existing problems to the returning dispatcher, fill in the "Locomotive Operation Relationship Accident Profile Report" (machine adjustment -10) for abnormal situations in operation according to regulations, and carry out alcohol content detection; The returning dispatcher analyzes the operation record data of LKJ and EMU Driver Control Information Analysis System (hereinafter referred to as EOAS) and makes records when necessary, immediately notify the safety section of the workshop or locomotive depot.
Article 29 A fingerprint confirmation system shall be implemented for locomotive crew waiting for boarding and returning from duty (including returning from duty at outer sections and turning points). Locomotive depot should strengthen the management of locomotive crew name, establish the management system of locomotive crew name. The whole section should be networked among the assigned offices, and gradually realize the networking among the assigned offices.
Article 30 For locomotive crew members who do not fully have the function of dispatching room, the locomotive depot shall strengthen management, be equipped with fingerprint confirmation, alcohol detection, operation disclosure transmission, IC card entry and other related equipment, and establish corresponding application management methods.
Article 31 The locomotive depot shall establish management methods for the use and maintenance of fingerprint meters and wine meters in the locomotive dispatching room, and clarify the relevant contents such as detection cycle, maintenance subject, operation management, etc.
Article 32 In case of changes in the use model, traction fixed number, locomotive routing, line (station yard) equipment, etc. and the opening of new lines, safety measures must be formulated in a timely manner before the adjustment of the train operation diagram and the locomotive turnover diagram are formally implemented, and the train operation prompt card must be revised and compiled and sent to the relevant locomotive crew members. Within three months after the formal implementation of the adjustment of the train operation diagram and the locomotive turnover diagram, the modification of the train operation diagram shall be completed.
Chapter V Operation Reveal and LKJ Temporary Data File Management
Article 33 Each railway bureau must formulate management methods for receiving operation disclosure dispatching orders, operation disclosure management, LKJ temporary data file preparation and transmission management, so as to realize procedural and standardized management.
Article 34 The system of "receiving, checking, signing and saving" shall be implemented for the operation and disclosure of dispatching orders. The operation disclosure dispatching order is sent to the locomotive dispatching room of the locomotive depot by the construction dispatching room of the dispatching station of each railway bureau through the dispatching order system. After receiving the operation disclosure dispatching order, the dispatcher of the operation disclosure station shall check with the construction day plan (one person reads aloud and one person recites). Under special circumstances, the operation revealing dispatching order sent to each relevant locomotive depot by fax shall be checked with the issuing unit by recorded telephone. For the operation and disclosure dispatching commands that do not conform to the regulations, such as incomplete content, unclear handwriting and non-standard format, the issuing unit shall be requested to cancel the previous command and reissue it.
Article 35 The dispatcher of the locomotive dispatching room of the locomotive depot shall print and summarize the received original operation revealing dispatching orders on a daily basis. The operation revealing dispatching orders shall be received, compiled, reviewed and filled in the operation revealing station work log (see Annex 5) for archiving and saving. The modified and canceled operation revealing dispatching orders shall be specially counted and analyzed every month, and the saving period shall be one year.
Article 36 The locomotive depot that handles the attendance of locomotive crew members shall be responsible for the preparation, delivery and entry of operation disclosure and LKJ temporary data files. It must ensure the integrity and accuracy of the whole journey according to the crew responsibility, and the relevant locomotive depot shall sign the entrustment work agreement. The agreement should specify the place of attendance, operation disclosure and delivery, LKJ temporary data file entry scope, route, section, direction, etc.
Article 37 The locomotive depot shall draw the schematic diagram of the operation disclosure and LKJ temporary data file preparation, delivery and entry section and the station sequence table of each section (including station TMIS station number and multi-route and multi-directional station description), and shall clearly indicate in the operation disclosure station that the counterpart electric depot acting as the locomotive depot shall cooperate. If the external section is entrusted to prepare and enter LKJ temporary data files, the entrusted locomotive depot shall provide the above information to the entrusted locomotive depot and incorporate it into the entrustment agreement. If the information changes, it shall be provided again in time.
Article 38 The dispatcher of the locomotive dispatching room of the locomotive depot shall compile the operation revealing and LKJ temporary data files according to the operation revealing and dispatching commands, check the compiled operation revealing and LKJ temporary data files against the original operation revealing and dispatching commands, and use the simulation operation test equipment to simulate and verify the LKJ temporary data files. The principle of operation disclosure shall be compiled according to the responsible route division, and the operation disclosure format is shown in Annex 6.
Article 39 The LKJ temporary data files that have been verified and passed through the operation disclosure and simulation verification shall be approved and signed by the chief of the application department (deputy) or the director of the locomotive dispatching room, and then released to the relevant locomotive dispatching room through the railway office network. The operation disclosure and LKJ temporary data file issued to the maintenance dispatch room shall be within the scope of the attendant route. Article 40 After receiving the operation disclosure and LKJ temporary data files issued by the operation disclosure station of the locomotive dispatching room, the locomotive dispatcher in the locomotive dispatching room shall confirm the number of received items, dispatching order number and section one by one, check the contents with the locomotive dispatching room and sign the acknowledgement receipt. The signing method shall be stipulated by the railway administration. The dispatching office shall back up the received operation disclosure and LKJ temporary data files in time.
Article 41 The dispatcher of the operation disclosure and LKJ temporary data file preparation shall do "five checks":
After the (I) receives the operation disclosure scheduling order, it will check with the construction day plan.
When the (II) receives the operation revealing dispatching command and has any questions, it shall immediately check with the issuing unit.
After the (III) editing is completed, check each other to achieve "separation of editing and nuclear".
The chief (deputy) of the (IV) application department or the director of the locomotive dispatching room will issue it to each dispatching room after examination.
(V) the receiving personnel of each shift room and the operation revealing station to confirm the received quantity of the section and then deliver it to use.
Article 42 The operation disclosure carried by the crew members of the delivered locomotive (hereinafter referred to as the delivery disclosure) shall be compiled according to the section of the crew traffic, and the effective time period shall be indicated. The operation disclosure of each section shall be arranged from near to far according to the train running direction. When the locomotive crew leaves duty in this section, the dispatching room shall recover and deliver it for disclosure, and keep it on file for not less than 10 days. The delivery disclosure format is shown in Annex 7.
Article 43 The shift office shall set up operation disclosure columns according to sections to ensure that the window is fully illuminated and the glass is bright (the operation disclosure shall be announced by the display screen, and the display screen must be ensured to function well). Disclosure column shall not store, publish and operation of the disclosure of irrelevant content. The operation revelation shown in the operation revelation column shall be arranged in the order of up and down, station order and number of kilometers.
Article 44 When a locomotive crew member is on duty, the attendance dispatcher shall enter the LKJ temporary data file of his value into the IC card. Locomotive attendants are required to perform "quad-to-quad feedback".
(I) delivery disclosure and publication disclosure check, line-by-line value multiplied by section related operating disclosure.
(II) check the number of data files and command numbers written to the IC card on the simulation operation test equipment (or IC card LKJ temporary data file checking device), and check with the operation disclosure of the delivery disclosure ticked one by one.
(III) fill in the "LKJ Temporary Data Entry Register in the Maintenance Dispatching Room" and sign it after checking with the attendance dispatcher.
After loading LKJ on the (IV), check the number of LKJ temporary data files loaded and the command number.
The locomotive crew shall mark the station name and delivery disclosure in the driver's manual. During the operation of the train, one place shall be crossed out after one place and the number shall be canceled one by one (special circumstances shall be stipulated by the railway administration).
Article 45 During the operation of a train, when there is no basis for the operation of the train to reveal the dispatching order due to crossing the valid period of the operation or other reasons, the locomotive crew shall report to the train dispatcher in advance (or report to the attendant at the station in front to inform the train dispatcher), and receive the operation to reveal the dispatching order according to the arrangement of the train dispatcher. When the train wireless dispatching communication equipment is not available and other reasons cannot be reported, the report shall be stopped at the front station.
Article 46 For the operation disclosure without termination period, the operation disclosure station of the locomotive depot shall check and re-publish on a monthly basis, and make a record of the check. Expired running revelations shall be promptly removed.
Article 47 The locomotive dispatcher in the shift room shall implement a counterpart handover system. The locomotive dispatcher will reveal the operation and remove the situation, and explain to the successor locomotive dispatcher one by one. The successor locomotive dispatcher shall check one by one and note and sign in the counterpart handover record book.
Article 48 When there is a change in the inter-bureau locomotive and crew transportation, the railway bureau's locomotive department shall notify the dispatching office (or the relevant bureau's locomotive department) in advance with a formal message, and clearly receive the dispatching order and fax telephone number to ensure that the dispatching order is issued in place on time and received in time.
Article 49 The operation of the revealing station shall implement a day and night duty system. When the night shift receives the temporary operation and disclosure dispatching order, the director of the locomotive dispatching room is responsible for organizing the dispatcher of the operation and disclosure station to prepare or remove the temporary data files of operation and disclosure and LKJ in time according to the order requirements, which will be released after verification, simulation and verification by the director of the locomotive dispatching room.
Article 50 When locomotive crew members are not allowed to attend the shift room, the railway bureau shall stipulate the specific management measures for operation disclosure transmission and IC card entry.
Chapter VI Safety Management of shunting operation
Article 51 The locomotive depot shall, in combination with the actual situation, formulate safety control measures for shunting operations and shunting operation instructions.
Article 52 Special shunting locomotives shall, in principle, implement "small four shifts" and fix the operation area, personnel and shift allocation, operation shift, shift change time and shift change place.
Article 53 When using portable wireless plane light to show shunting equipment, it should be connected with LKJ. Special shunting locomotive should be gradually installed "wireless shunting locomotive signal and monitoring device" (referred to as STP), audio and video devices, and formulate the use of management methods.
Article 54 The locomotive depot shall conduct a special training on the safety of shunting operations every six months. In case of changes in station equipment, operation mode, operation place (area) and machine type, the locomotive depot shall conduct special training in time.
Article 55 The locomotive depot shall incorporate the shunting operation into the thematic analysis, focusing on the analysis of walking speed, continuous hanging operation, brake use, joint control, crossing the main line, etc.
Article 56 The locomotive depot shall strengthen the on-site control of shunting operations, and intensify the inspection of shunting operations in key areas such as busy operations and remote locations, and in key periods such as the second half of the ring, the second half of the night, and the second half, as well as key links such as single-machine line transfer, transfer to and from the warehouse, and shunting across the main line.
Article 57 The locomotive depot shall strengthen coordination and cooperation with the train depot (directly affiliated station), jointly analyze the problems existing in the coordination and mutual control of the shunting operation station, and formulate corresponding rectification measures.
Chapter VII Construction Traffic Safety Control
Article 58 Management personnel at all levels of the locomotive depot must clearly define their responsibilities for traffic safety management during construction, so as to achieve careful organization, full anticipation, meticulous preparation, specific measures, on-site control, and serious summary.
Article 59 For the construction of Class II and above that changes the conditions of letter connection and train path, the deputy section chief in charge of safety or operation shall preside over a special meeting attended by the safety department, operation department, staff education department, operation workshop and other relevant departments, formulate the locomotive operation method, safety measures and construction arrangement list (see Annex 8), and draw the express diagram of construction traffic safety (see Annex 9), and timely delivery to the dispatch room.
Article 60 Before the construction of changing the conditions of the letter connection and changing the train path, relevant personnel shall be trained in construction plans, safety measures, driving methods, etc. Arrange the use of cadres to check the attendance of the locomotive crew, check the attendance of the staff on the construction of the driving method, safety measures to grasp the degree, check whether to carry the construction of the driving safety map, guide the attendance of the crew (excluding foreign bureau) to carry out the construction of the driving safety measures simulation drill, correctly grasp the LKJ operation method and sign the registration.
Article 61 Each railway bureau shall divide the construction management scope of each locomotive depot according to the region. The locomotive depot (including the external and external sections) shall sign relevant agreements on operation safety, and the safety monitoring of the construction site shall be localized.
Article 62 Do a good job in the safety command and safety control of the locomotive traffic on the day of construction. The main content is:
(I) convey running reveal.
(II) implement safety measures.
(III) add key trains within the scope of construction influence.
(IV) according to the construction site conditions, timely adjust the locomotive driving method and accurately communicate to the relevant personnel.
(V) feedback of construction site information.
Article 63 After the completion of construction, the implementation of construction safety measures, on-site control and handling of special events, the implementation of tasks by personnel in various posts, changes in driving equipment, etc. must be summarized, together with construction orders, plans, arrangements and various construction materials, sorted out and classified into a book, and kept on file for three months.
Chapter VIII Overwork Management of Locomotive Crew
Article 64 The work and rest time standards of locomotive crew members must be strictly implemented in accordance with the relevant provisions. The Railway Bureau shall, in the light of the actual situation of the Bureau, formulate management measures to prevent locomotive crew from overworking, and establish a sound analysis and assessment system. The relevant units and personnel who are irresponsible in their work and cause the locomotive crew to overwork without reason and ignore the situation of overwork should be strictly assessed; the leaders of the relevant units of the Railway Administration should be investigated for the responsibility of railway traffic accidents caused by overwork.
Article 65 In order to avoid and reduce the overwork of locomotive crew members, the train and locomotive dispatchers of the railway administration shall do the following work:
(I) improve the quality of daily (shift) planning, timely and accurately lay out the 3-4-hour phase plan, and serve as the basis for locomotive crew to call shifts. After the stage plan is determined, the train and locomotive dispatcher shall timely communicate to the dispatcher of the relevant station and locomotive depot to improve the realization rate of the plan.
(II) train and locomotive dispatchers must cooperate closely, and in case of poor train flow connection, marshalling train delay or train operation delay, the locomotive dispatcher of the locomotive depot must be notified in time.
The locomotive dispatcher of the (III) locomotive depot must contact the train dispatcher or the station attendant before notifying the call, carefully understand the locomotive, train location and marshalling situation, and notify the apartment or waiting room in time, so as to achieve accurate call.
Article 66 The dispatchers of trains and locomotives must grasp the situation of train operation and the continuous working hours of locomotive crew members. For the trains that may be overworked during operation, they must strengthen the organization and command, focus on grasping and give priority to release. After the locomotive crew is on duty or the locomotive is out of the section, the waiting time is included in the crew's labor time. Due to the delay of train marshalling and other reasons, after the start-up time (including the turn-back start-up time of the vertical folding road) is determined, the fixed operation time of the train operation diagram of this section shall be accumulated. If the time specified in the "Railway Locomotive Operation Management Rules" is exceeded, the locomotive dispatcher shall actively organize the locomotive to return to the section or the locomotive crew to change shifts.
Article 67 When a locomotive crew member overworks during operation, he shall report the situation to the regular train dispatcher in time. Train and locomotive dispatchers shall timely organize shift change or take rest at places with rest conditions. It is strictly forbidden to order the locomotive crew to take a rest on the locomotive.
Article 68 When the crew that has overworked on the way retiring from the shift office in this workshop, it shall register one by one to provide basis for analyzing the causes of overworked and putting forward suggestions for improvement.
Article 69 In order to correctly grasp the consistency of a continuous working time and super-labor analysis of the locomotive crew on the way, the railway bureau shall formulate a system of mutual contact and notification of the locomotive dispatch of the railway bureau and the locomotive depot. Overwork statistics and cause analysis should be reported to the relevant departments at a higher level on a monthly basis.
The railway bureaus should establish a coordination and cooperation mechanism to communicate and solve the problem of over-labor of locomotive crew members in the outside office, and hold a special joint labor meeting according to the actual situation.
Article 70 The railway administration shall further optimize the mode of locomotive crew, implement the system of separation and preparation of ground crew, balance the monthly working hours of locomotive crew members, scientifically approve the standard of staffing, improve working conditions, and strengthen the analysis of over-labor of locomotive crew members.
Article 71 The dispatching office of the railway administration shall incorporate the over-work situation of locomotive crew members into the key contents of daily shift change, standardize the contents of daily analysis, regular analysis and special analysis, and formulate and implement corrective measures.
Article 72 The Railway Bureau shall strictly implement the relevant regulations and requirements of the head office, and include the typical overwork situation of the first three trips on that day into the transportation shift meeting for key analysis.
Article 73 The over-work situation and analysis of locomotive crew members shall be included in the safety committee of the railway administration and the monthly safety meeting. The maintenance department shall summarize and analyze the situation of overwork, the labor and health department shall analyze the payment of overtime wages, and the safety supervision office shall report the accountability of the accident to the transportation bureau of the head office in a timely manner.
Article 74 The Locomotive Office and Locomotive Depot of the Railway Administration shall strengthen the awareness education of locomotive crew members to drive according to the map and reach the standard speed, strengthen the training of control skills, and improve the control level of locomotive crew members. Strengthen the analysis of train delays, strictly assess the responsible train delays, organize the verification of relevant technical standards and take corresponding measures for the sections with more train delays.
Article 75 The Locomotive Office and Locomotive Depot of the Railway Administration shall establish a statistical analysis system for the departure and dining of locomotive attendants. According to the requirements of relevant regulations, the dining situation of locomotive attendants before departure, during the duty, living in apartments, and during the rest of the boarding room shall be analyzed in a realistic manner from time to time, so as to coordinate and solve the existing problems and meet the dining needs of locomotive attendants.
Chapter IX Operation Management of Locomotive Safety Equipment and Locomotive On-board Safety Monitoring and Testing Equipment
Article 76 The Railway Bureau shall formulate detailed management rules for the use of locomotive safety equipment and locomotive on-board safety monitoring and testing equipment, and the locomotive depot shall formulate detailed implementation measures.
Article 77 The railway bureau shall formulate management methods for data analysis of operation records of traffic safety equipment and locomotive on-board safety monitoring and testing equipment, and clarify the requirements for data download, dump, transmission, and analysis.
Article 78 the locomotive depot shall set up a leading group for the application and management of driving safety equipment and locomotive on-board safety monitoring and testing equipment, with the section chief as the group leader, the deputy section chief in charge as the deputy group leader, and the heads of relevant departments and workshops to participate, and formulate a working system.
Article 79 The section chief of the locomotive depot shall participate in the special meeting on the operation and management of driving safety equipment and locomotive on-board safety monitoring and testing equipment every quarter and the deputy section chief in charge every month to solve the existing problems and put forward requirements for the operation and management of driving safety equipment and locomotive on-board safety monitoring and testing equipment in the next stage. The section chief and the deputy section chief in charge of the locomotive depot shall conduct spot checks on the implementation of the management system for the operation of traffic safety equipment and locomotive on-board safety monitoring and testing equipment at least once a month.
Article 80 The locomotive depot shall establish a fault analysis and assessment system for driving safety equipment and locomotive on-board safety monitoring and testing equipment. Due to the quality problems of traffic safety equipment and locomotive on-board safety monitoring and testing equipment, it is necessary to carefully analyze, find out the reasons, establish a ledger, make records, and assess the responsibility problems.
Article 81 The locomotive depot shall establish a contact meeting system for the management, use and repair of traffic safety equipment. Attend or hold a special meeting once a month to study and solve the problems existing in the management, use and repair of driving safety equipment, and form meeting minutes.
Article 82 The locomotive depot shall establish a daily information feedback system with the maintenance units of traffic safety equipment such as electrical services. Information on faults or abnormalities of traffic safety equipment must be fed back in writing, and rectification and written responses must be urged. Relevant written responses must be filed for investigation.
Article 83 The locomotive depot shall formulate an analysis and assessment system for the use of traffic safety equipment and locomotive on-board safety monitoring and testing equipment. In the process of application, abnormal driving information such as shutdown, emergency or common braking of LKJ/train control on-board equipment, illegal unlocking, etc. must be analyzed, responsibilities determined, assessment carried out, and corrective measures formulated. Illegal shutdown, artificial destruction of operation record files or data, artificial destruction of traffic safety equipment or locomotive on-board safety monitoring and testing equipment shall be dealt with seriously.
Article 84 The LKJ operation manual shall be compiled on the basis of the technical description data provided by the LKJ professional organization of the railway bureau, and the operation manual of the train-controlled on-board equipment shall be compiled on the basis of the technical description data provided by the railway bureau, published in the form of railway bureau documents, and supplemented and revised in time according to changes in transportation and production conditions. The operation manual of LKJ and train control on-board equipment shall be in the hands of the locomotive crew and shall be carried for use when leaving.
Chapter 10 Guide Driver Management
Article 85 the locomotive depot shall, in the light of the actual situation, establish measures to guide the management of drivers, including post responsibility system, work standards, work quality assessment, preparation to guide the management of drivers, and so on.
Article 86 The system of "open recruitment, combination of evaluation and merit-based appointment" shall be implemented to guide the appointment of drivers. The assessment is carried out on a monthly basis and sorted on a quarterly basis. The locomotive depot organizes an annual technical business appraisal to guide the drivers, and the results are linked to the employment of the drivers. Guide drivers to implement post management and enjoy the treatment of team leader.
Article 87 The railway administration shall organize a full-time training for guiding drivers for not less than 10 days every year.
Article 88 Instruct drivers to be responsible for the technical and professional guidance of the personnel of the guidance group, and continuously improve the skill level of the personnel of the guidance group in safe production and optimized manipulation. Every three months, the locomotive crew of this guidance group will be covered once. For the key personnel identified monthly, no less than one trip will be added every month. Instructing drivers should be equipped with advanced, practical and portable office electronic equipment.
Instruct the driver to fill in the monthly work assessment record book (see Annex 10) and the additional guide book (see Annex 11) as required.
Article 89 Instruct drivers to analyze the data of LKJ and EOAS operation records. The whole staff of the guidance group will be covered on a monthly basis and the key personnel will be covered on a ten-day basis. Timely grasp the operation situation of the staff of the guidance group, thus improving the operation behavior of locomotive crew members, improving the operation level and ensuring driving safety.
Article 90 Drivers shall be instructed to actively carry out team building activities and participate in team appraisal and assessment.
Article 91 The locomotive depot shall formulate management measures for the use of the fleet. The use of the fleet is responsible for guiding the daily management of drivers. The main contents are: monthly work plan approval, technical and business guidance, monthly work quality evaluation and assessment, etc.
Article 92 The locomotive depot shall establish a system to guide the work quality inspection of the drivers. The team leader shall inspect the work of guiding drivers every month and evaluate the work quality. The deputy director in charge of the application workshop shall conduct spot checks on the work of guiding drivers on a monthly basis to evaluate the work quality of the application team's management of guiding drivers. The spot check ratio shall not be less than 30% of the total number of guiding drivers, and the coverage rate shall reach 100 per quarter. The application workshop director shall conduct sampling inspection on the work of guiding drivers on a quarterly basis, to evaluate the quality of the work of the deputy director and the team leader in guiding the management of drivers, the spot check ratio shall not be less than 30% of the total number of guiding drivers, and the annual coverage rate shall reach 100. The director of the application workshop shall inspect the work of the application team on a monthly basis and evaluate the quality of the work of the deputy director on the management of the application team.
Article 93 Maintenance cadres (excluding guiding drivers) shall fill in the additional information form (see Annex 12) after adding locomotives and EMUs due to work needs. When instructing drivers above to use safety cadres to add locomotives and EMUs, they should check the filling of the "Add Guide Book" and sign the "Inspection Opinions".
Chapter XI Management of Education and Training of Locomotive Crew
Article 94 the locomotive depot shall firmly establish the concept of "people-oriented, education first", and strive to cultivate and bring up a team of locomotive crew members who are "dedicated to their work, abide by the rules and disciplines, meet the standards of academic qualifications, have excellent quality, reasonable structure and strong guarantee.
Article 95 The Railway Bureau shall organize and carry out train safety and punctuality smooth operation competitions every year and every six months, and summarize and promote advanced experience.
Article 96 The locomotive depot shall strengthen the on-site operation safety control of locomotive crew members, implement the annual "12 points" deduction system for locomotive crew members who violate regulations and disciplines, and continuously improve the "points" assessment system. If the total number of points deducted in the year reaches 12 points, he will stop working as a crew member, and he will be trained for not less than 7 days under the post. Only after passing the examination can he be allowed to take up his post again.
Article 97 the staff education department of the locomotive depot shall, in accordance with the rules and regulations, safety measures, key safety work, transportation tasks and the allocation of locomotive crew members, formulate the annual off-the-job training plan and daily training plan for locomotive crew members and organize their implementation. The labor department and the application workshop should actively cooperate to ensure that the plan is fulfilled.
Article 98 The staff education department of the locomotive depot shall, in accordance with relevant regulations, be equipped with full-time technical education personnel, basic teaching facilities, locomotive simulation control devices, simulation teaching equipment and related teaching aids, and carry out intuitive teaching, so as to have materials for learning, venues for drills, physical objects for operation, models for decomposition and question bank for examination.
Article 99 Give full play to the role of the locomotive depot, the use of workshops, and the use of the fleet education network. Part-time instructors should be selected and appointed among the use of cadres, relevant technical personnel, and outstanding drivers.
Article 100 The application workshop shall carry out staff education and training under the guidance of the staff education department, formulate quarterly, monthly and weekly learning plans in combination with the actual driving safety and seasonal safety priorities, and organize their implementation.
Article 101 Relevant Provisions on the Learning and Training of Locomotive Crew:
(I) centralized off-job training time shall not be less than 80 hours per person per year (8 hours is 1 day, the same below); EMU drivers shall have centralized off-job training of not less than 120 hours per year, of which not less than 80 hours per year will be sent to special training bases; Daily technical and business learning shall not be less than 2 times per month, each time not less than 2 hours.
(II) locomotive depot determines the emergency fault handling scope of locomotive crew according to different models, and organizes locomotive crew to practice and master it skillfully. A spot check examination shall be conducted once every six months, and the proportion of sampling examination shall not be less than 10%.
The closed-book examination of (III) driving rules and regulations and abnormal driving methods shall be conducted once every six months, and the qualified rate of the examination must reach 100 per cent. Gradually implement the microcomputer network examination, take automatic scoring and analysis.
(IV) locomotive crew crew operation standardization appraisal once a year.
The coverage rate of safety education and training for three new (new, transferred and promoted) personnel in the (V) reached 100 per cent.
(VI), the crew members of freight locomotives who are responsible for the traction of temporary passenger trains should be trained in advance, and only those who pass the examination are allowed to take up their posts. The training content mainly includes: passenger train operation method, abnormal operation method, etc.
Article 102 The staff education department shall establish a rules and regulations examination paper analysis system, conduct examination paper analysis in a timely manner, find out the problems, find out the causes, formulate countermeasures, adjust the training plan in a timely manner, and strengthen the training of weak links.
Article 103 Locomotive crew members must practice the training and belt contract system and sign the "training and belt contract" when practicing practical operation skills such as train operation. The qualification conditions for training personnel shall be formulated by the locomotive depot, determined by the operation workshop, and filed by the staff education department. The contract shall indicate their respective responsibilities and obligations, training contents and standards and conditions for termination of the contract, and give necessary economic compensation to the trainees according to the quality of their work during the training period. The format of the "Training Contract" shall be prescribed by the Railway Bureau.
Article 104 Personnel who practice train operation must present the theoretical certificate of passing the driver qualification examination and pass the training and examination before they can practice operation under the guidance of the training and driving driver. Manipulation exercises are prohibited under the following conditions.
When (I) traction key trains.
When the (II) use model and segment change.
(III) in case of storm, rain, snow, fog and other bad weather.
(IV) when driving under abnormal conditions.
(V) when acting as accident rescue. Other prohibition of manipulation exercises shall be determined by the railway bureaus.
Chapter XII Supplementary Provisions
Article 105 When the various ledgers, statements and materials specified in these rules are used for computer statistics, management and storage, written materials may no longer be established.
Article 106 The joint venture railway controlled by the State Railway may be implemented with reference to these rules.
Article 107 These Rules shall be interpreted by the Transportation Bureau of the head office.
Article 108 These Rules shall come into force on January 1, 2015. The former Ministry of Railways issued the "Locomotive Traffic Safety Management Rules" (Railway Transport [2008] No. 238) and the former Ministry of Railways Transport Bureau issued the "Locomotive Traffic Safety Management Regulations" (Transport and Installation Transport [2009] No. 399) at the same time to stop the implementation.
