　　Xi Jinping pointed out that China's private economy has now formed a considerable scale and holds significant weight, providing a solid foundation for promoting high-quality development of the private economy. In the new era and on the new journey, China's social productive forces will continue to leap forward, people's living standards will steadily improve, reform and opening up will be further deepened comprehensively, especially with the rapid development of education and science and technology, a large and high-quality talent and labor force, a well-matched industrial system and infrastructure system, and a huge market potential with a population of over 1.4 billion, bringing many new opportunities and providing greater development space for the private economy. The system of socialism with Chinese characteristics has many significant advantages, and the socialist market economic system and the socialist rule of law system with Chinese characteristics are continuously improving and perfecting, providing stronger guarantees for the development of the private economy.

　　Xi Jinping emphasized that some difficulties and challenges currently faced by the private economy generally arise during reform, development, and industrial transformation and upgrading. They are localized rather than overall, temporary rather than long-term, and can be overcome rather than unsolvable. We must unify our thoughts and actions with the Party Central Committee's judgment on the domestic and international situation and its decisions and deployments on economic work, see the future, light, and prospects amid difficulties and challenges, maintain development determination, strengthen confidence, and keep the fighting spirit of striving to win.

　　Xi Jinping pointed out that solidly implementing policies and measures to promote the development of the private economy is the current key task. Whatever the Party Central Committee decides must be resolutely implemented without compromise. Obstacles to the equal legal use of production factors and fair market competition must be resolutely removed, competitive infrastructure sectors must be continuously and fairly opened to various business entities, and great efforts must continue to solve the difficulties and high costs of financing for private enterprises. Efforts should focus on resolving the issue of arrears to private enterprises. Law enforcement supervision must be strengthened, and concentrated rectification of arbitrary fees, fines, inspections, and closures must be carried out to effectively protect the legitimate rights and interests of private enterprises and entrepreneurs according to law. At the same time, it must be recognized that China is a socialist rule of law country, and illegal acts by enterprises of all ownership types cannot evade investigation and punishment. Further efforts should be made to build a clean and close government-business relationship. Party committees and governments at all levels must base their work on actual conditions and coordinate the implementation of policies and measures to promote the development of the private economy.
