From March 18 to 26, 2025, a delegation from Liberia’s Ministry of Transport visited China at the invitation of Wuhan Jinhuasheng Railway Locomotive Co., Ltd., embarking on an 8-day specialized study tour focused on railway construction. Led by Assistant Minister Zongzu Kolo Duyan of Liberia’s Ministry of Transport, the delegation aimed to gain deeper insights into China’s advanced railway technologies, operational management practices, and achievements in deploying new-energy locomotives, further strengthening bilateral cooperation in the railway sector. Hu Guangjin, Chairman and General Manager of Wuhan Jinhuasheng Railway Locomotive Co., Ltd., provided full-scale accompaniment and hosted the group throughout the visit. Both sides reached a consensus on future collaboration opportunities.

Since actively responding to the Belt and Road Initiative in 2019, Wuhan Jinhuasheng has continuously expanded into international markets. It has successively undertaken railway operation and maintenance services for the Dassan-Sainte Railway in Guinea, participated in the track-laying project for Indonesia’s Jakarta-Bandung High-Speed Railway, and earned global acclaim for its outstanding technical expertise. In 2023, the company independently secured Liberia’s Bangwe–Monrovia railway rehabilitation and operations project. This 85-kilometer-long railway serves as Liberia’s vital economic artery, transporting 1.5 million tons of iron ore concentrate annually—worth an estimated $165 million. By significantly boosting local resource transportation efficiency, the project has injected strong momentum into the country’s economic development.

During project implementation, Wuhan Jinhuasheng has consistently adhered to the "teach a man to fish" philosophy, prioritizing the employment of local staff. Through technical training and management guidance, the company helps African youth develop into highly skilled professionals. A Liberian employee once emotionally shared: "Chinese technology has breathed new life into the Bong Mines Railway—and more importantly, it has empowered us to escape poverty and achieve prosperity! This is the golden bond that unites Liberia and China in friendship!"

Focusing on China's railway modernization, the inspection tour boasts a series of highlights. During the packed itinerary, the Liberian delegation visited CRRC Qiqihar Vehicle Factory and Qiqihar Technician College one after another. (China First Heavy Machinery Technician College) — Production lines at CRRC Ziyang Locomotive Co., Ltd., and the Wuhan headquarters of Jinhuasheng Company. We observed world-leading vehicle and locomotive manufacturing processes, witnessed the "China Speed" of digital logistics scheduling, and highly praised the zero-emission and low-energy-consumption technologies.

At the symposium held at Wuhan Jinhuasheng's headquarters, Hu Guangjin introduced the company's development journey and its overseas business strategy to the delegation, and expressed gratitude for the Liberian government's support of the Bang Mine Railway Project. He also proposed that, taking the establishment of Liberia's Railway Bureau and the country's national railway planning as opportunities, both sides could deepen their cooperation in areas such as railway construction, operations and maintenance, as well as the application of new energy technologies.

Deepen cooperation and shared vision, jointly outlining a blueprint for development. The Liberian delegation expressed awe and admiration for China's remarkable achievements in modernizing its railway system. Minister Assistant Zongzu Kolo Duyan said: "China's pace of railway development and its technological innovations are truly astonishing. Moreover, Wuhan Jinhuasheng's expertise and pragmatic approach have further strengthened our confidence in collaborating!" He emphasized that Liberia looks forward to using the Bangui-Mining Railway project as a model to deepen cooperation in areas such as railway network planning, talent development, and green transportation, ultimately helping Liberia build an efficient and sustainable transport system.

This visit not only strengthened the foundation of China-Laos railway cooperation but also set a new benchmark for China-Africa infrastructure connectivity under the Belt and Road Initiative. Moving forward, Wuhan Jinhuasheng will continue to uphold the principles of extensive consultation, joint contribution, and shared benefits, leveraging technology and fostering win-win partnerships to ensure that China’s wisdom and solutions bring tangible advantages to an increasing number of countries participating in this collaborative effort.
