The Liangshan Port Project Department of Wuhan Jinhuasheng Railway Locomotive Co., Ltd. conducted the 2025 Annual Labor Safety Emergency Drill.

To effectively implement the requirements outlined in the "Wuhan Jinhuasheng Railway Locomotive Co., Ltd. Heatstroke Prevention and Cooling Implementation Details" (WuJinRenZi [2025] No. 078), and to enhance employees' emergency response capabilities in high-temperature working environments, the Liangshan Port Project Department took the lead in conducting the 2025 Annual Labor Safety Emergency Drill on July 30. Centered around a "simulated heatstroke rescue scenario," the drill utilized realistic, scenario-based simulations to test the emergency response mechanism, refine employees' self-rescue and mutual-rescue skills, and solidify a robust safety defense for summer operations.

 

 

Carefully prepared, solidifying the foundation for drills. To ensure the effectiveness of the drill, the Liangshan Port Project Team established a dedicated drill leadership group in advance to coordinate and oversee all related tasks. Each project team has stocked sufficient emergency supplies as required, including salted drinking water, Huoxiang Zhengqi Water, Ren Dan pills, cooling balm, ice packs, wet towels, sun hats, and first-aid kits equipped with thermometers and tourniquets. Additionally, they have designated shaded, well-ventilated "emergency shelter areas" near their work stations, furnished with shade canopies and misting devices to create realistic scenarios for the simulated rescue operations.

 

 

Real-scene simulation, standardizing the entire handling process. The drill simulated a scenario involving "moderate heatstroke among on-site personnel," replicating the entire process—from identifying the emergency to implementing subsequent measures.

An employee suddenly experienced high fever, dizziness, and confusion while working alone. Upon noticing the situation, a nearby colleague immediately assessed the environment for safety, quickly helped the individual to the "emergency shelter," placed them in a supine position with the head slightly lower than the body, loosened their clothing, and used a damp towel to gently wipe the forehead, neck, and other areas where major blood vessels are located, helping to cool down the body. At the same time, the colleague administered a saline-cooled drink and gently massaged the limbs to stimulate circulation. To address the high fever, rescue personnel also applied ice packs to the head and armpits, while applying cooling balm to ease discomfort.

Following the report, the station manager immediately led the support team to the scene. Based on the improvement in the heatstroke victim’s symptoms, they coordinated the safe transfer to a designated rest area. Meanwhile, the station manager followed procedure by reporting the situation to the company’s Safety & Environmental Department and the Production Dispatch Center, ensuring that information was communicated smoothly and efficiently.

 

 

Review and improve, strengthening emergency combat capabilities. After the drill concluded, the project team immediately organized a debriefing session, focusing discussions on key areas such as the timeliness of initial self-rescue efforts, the reliability of communication channels, the proper use of emergency supplies, and overall rescue efficiency. During the review, optimization plans were proposed to address identified issues—such as strengthening training on heatstroke prevention and supplementing emergency supplies. Additionally, the drill underscored the principle of "self-rescue first," emphasizing that employees should familiarize themselves in advance with recognizing heatstroke symptoms and mastering basic cooling techniques. Regular checks on the expiration dates of heatstroke-prevention medications were also recommended to ensure that emergency responses are always "well-prepared and worry-free."

 

 

The results are evident and have earned widespread recognition from employees. This exercise not only enhanced the staff's ability to protect themselves in high-temperature environments, recognize heatstroke symptoms, and perform initial self-rescue and mutual assistance, but also clarified the emergency response procedures for heatstroke scenarios, effectively reducing rescue times. By "testing the plan, refining preparations, streamlining mechanisms, promoting education and awareness, and strengthening team training," we further identified and addressed shortcomings in the emergency plan, while improving the compatibility of emergency equipment and boosting coordination among departments.

Participating employees unanimously commented: "This kind of drill was incredibly practical—it allowed us to master real-life rescue skills in a simulated scenario, giving us much more confidence when facing unexpected emergencies!"

Next, the company will take this drill as an opportunity to continuously refine its labor safety emergency response plan, regularly conduct emergency training and drills, and effectively safeguard the lives, health, and well-being of employees, thereby ensuring safe production for the enterprise.
