Embassy in Liberia Holds Symposium to Alleviate Difficulties; Jinshenghua Deepens Its Commitment to the Belt and Road Initiative with Greater Confidence

On April 3, 2026, local time, the Chinese Embassy in Liberia convened a symposium for Chinese nationals residing in Liberia. The meeting was chaired by Ambassador Yin Chengwu, with representatives from Liberia’s Immigration Bureau and Ministry of Labor invited to attend. Hu Guangjin, Chairman of Wuhan Jinshenghua Railway Locomotive Co., Ltd. and Executive Vice President of the Liberian Chinese Chamber of Commerce, joined more than 30 representatives from the Chinese community and Chinese-funded institutions. The symposium focused on the challenges facing Chinese nationals and Chinese enterprises in Liberia, thereby establishing an efficient communication platform between China and Liberia.
As the first private railway enterprise to participate in the Belt and Road Initiative and the only one providing 10,000-ton train traction services overseas, Wuhan Jinshenghua has consistently responded proactively to the national call. In early 2023, the company undertook the rehabilitation of Liberia’s Bong Mine Railway. Faced with severe shortages of local supplies and a near-total collapse of the rail network, it innovatively adopted a “Chinese standards plus site-specific adaptation” approach, successfully reopening the line in a single phase within just six months and boosting annual transport capacity to 3 million tonnes. Subsequently, the company completed the expansion and upgrade of Bong Peak Station, doubling its train-formation capacity, and in October 2026 delivered three domestically overhauled locomotives, injecting “Chinese power” into the Bong Mine Railway and providing robust support for local resource development as well as the security of China’s iron-ore supply.
During the period of development in Liberia, Wuhan Jinshenghua’s project advancement has received strong support from the Chinese Embassy in Liberia and various sectors. At the same time, the company has encountered practical challenges such as high visa and residency costs, cumbersome application procedures, irregular law enforcement inspections, and a lack of transparency in policy information, which have to some extent affected operational efficiency.
During this symposium, the Embassy conducted thorough preliminary research to identify and compile key issues, then invited heads of relevant Libyan authorities to address each issue on the spot. In response, the Libyan side made positive commitments to streamline visa procedures and standardize law enforcement, thereby establishing a closed-loop mechanism that integrates “research—issue clarification—implementation.” Hu Guangjin deeply appreciated the Embassy’s commitment to “diplomacy for the people” and the genuine sincerity of China–Libya cooperation. He noted that the meeting squarely confronted challenges in a pragmatic and efficient manner, removing obstacles and injecting momentum into the overseas expansion of Chinese enterprises, which has greatly strengthened Wuhan Jinshenghua’s confidence in taking root and developing in Libya while deepening its engagement in the Belt and Road Initiative.
Looking ahead, Wuhan Jinshenghui will continue to uphold the bottom line of lawful business operations, proactively integrate into local society, and advance projects such as the capacity upgrade of the Bangkuang Railway, thereby contributing the strength of private enterprises to high-quality joint efforts in building the Belt and Road Initiative and to the continued advancement of China–Lithuania friendly relations.
